I would vote for painted, lettered, but no number. Because they are so large, mis-alignment of "P E N N S Y L V A N I A" letter decals on the tender is probably more likely, and more obvious than the...

I agree with you, Dave, that it would be nice if PCM included a set of decals with the model - that way at least we would be certain of matching the colours and typefaces.
